Kubrat Municipality is situated in the Northeastern Bulgaria, and is in the center of West Ludogorie area, on a high plateau, 235 meters above sea level and occupies an area of 462 000 decares. It is bounded by the municipalities of Tutrakan /Silistra region/, Slivo pole /Ruse region/, Vetovo/ Ruse region/ and Zavet /Razgrad region/.
Kubrat municipality is one of the seven municipalities in Razgrad district and is also a part of North-Eastern planning region /NUTS-2/, with administrative center Varna. The Municipality covers the area of 420 000 decares, with population of 25 817 people. It is the second largest area in the region and third after Razgrad and Isperih, regaring to the number of population. The Kubrat municipality consists of 17 built up places: one town - the municipality center Kubrat and 16 villages.
